Canada’s Foreign Enrolment Cap: Major Updates

On October 4, 2024, Immigration, Refugees and Citizenship Canada (IRCC) announced significant updates to the eligibility criteria for Canada’s Post-Graduation Work Permit (PGWP). These changes are part of a series of reforms aimed at addressing national labor shortages and managing the flow of international students.

As per the latest update, IRCC confirms that 1 November 2024 will be the cut-off date from which the new rules will apply. International Students who have already applied to study in Canada or held a study permit prior to 1 November 2024 will remain eligible for a PGWP under the previous rules.

However, the new policies will be applicable for international students applying for a study permit on or after 1 November 2024. The most important aspect to be kept in mind is the new ‘field of study’ requirement is for graduates of college programs, including degree programs.

But the best part is that graduates of degree programs offered by Canadian Universities are unaffected by the new rules. They will be eligible for PGWPs of up to three years without a field of study requirement even after the 1st of November 2024.
 

Fields of Study for College Graduates leading to a PGWP 

As per the new PGWP rules, college graduates will need to complete their studies in one of the following fields: 

  • Agriculture and Agri-food
  • Healthcare
  • Science
  • Technology
  • Engineering
  • Mathematics
  • Skilled Trades
  • Transportation

IRCC presented a list of 966 programs under the above-given study fields. This also means that some college programs such as business, tourism, and hospitality which international students prefer to study in Canada will no longer be eligible for a PGWP. 
 

Basis for Short-Listed Fields of Study for College Graduates

According to IRCC, the list of eligible programs has been developed in response to long-term labor shortages in Canada. These fields align with areas identified in Canada’s ‘Express Entry’ category-based selection process, which prioritizes immigrants on Canada student Visa with skills in high-demand sectors.
